Belt and Road Initiative and China-Latin American Relations New Book Launch

On September 10, 2018, the launch event for Belt and Road Initiative and China-Latin America Relations published by the National University of Tierra Del Fuego was successfully held at Shanghai Academy. Zhao Kebin, Executive Vice President of Shanghai Academy, Fortunato Mallimaci, Researcher of Consejo Nacional de Investigaciones Científicas y Técnicas (CONICET) and Director of Centro de Investigacion Mixto Internaciona (CIMI), Guo Changgang, Executive Deputy Director of the Graduate School of Shanghai University, and Jiang Shixue, Distinguished Professor of Shanghai University, attended the new book launch. Li Chunguang, Deputy Director of the Cooperation Division of Shanghai Academy, presided over the new book launch event.

Zhao Kebin first extended his warm welcome to the Argentine scholars coming from afar. He said, Shanghai Academy and the Center for Latin American Studies of Shanghai University jointly held the International Workshop on “Belt and Road” and Latin America. After the workshop, Shanghai Academy received nearly 30 papers on the opportunities and challenges faced by Latin America for its participation in “Belt and Road”. In order to give full play to the academic influences of such papers, Shanghai Academy joined hands with CONICET to publish the conference proceedings in Spanish in Argentina.

Zhao Kebin then briefed the background, service objects, research scope and think tank innovation mechanism of Shanghai Academy. He introduced that, Shanghai Academy is a think tank jointly established by the Chinese Academy of Social Sciences (CASS) and Shanghai Municipal People’s Government. By leveraging the resource advantages of CASS, and from a perspective of “Shanghai, Outside Looking In”, Shanghai Academy closely follows major trends of Shanghai’s economic and social growth and pools wisdom and takes measures to serve the vision of building Shanghai into a global city of excellence by means of national situation investigation, consultancy in policy-making & suggestion provision, and public opinion guidance. China and Latin America have shared a time-honored friendship. Shanghai Academy hoped to develop more academic exchanges with scholars from Latin American countries to promote the “Belt and Road” construction and better display the role of Shanghai Academy as a think tank.

Guo Changgang, Executive Deputy Director of the Graduate School of Shanghai University and CPPCC National Committee member, expressed his thanks to Shanghai Academy for supporting the discipline construction of Shanghai University. He said the new book was the crystallization of the wisdom of China-Latin America cooperation, and China hoped both parties could create more academic results with social influences through cooperation. The new book launch event served as a show of previous achievements and also a starting point of future cooperation. He stressed that China was undergoing economic transition, while Latin America was also carrying out reindustrialization. The two parties faced unprecedented historical opportunities, so the two should take full advantage of the “Belt and Road” to strengthen the strategic connection and transform the complementary advantage of both parties into specific cooperation results.

Fortunato Mallimaci analyzed the economic situation of Argentina and then briefed the latest development of Argentina and Latin America.  

Fortunato Mallimaci said that the Belt and Road Initiative and China-Latin America Relations served as the first book about the relations between China and Latin American countries under the framework of the “Belt and Road”. Through the book, we could learn the cooperation between China and Argentina in politics, economy, finance, culture, infrastructure construction, people-to-people communication and other fields. China-Latin America cooperation was based on harmony, inclusiveness, and agreement through consultations, and strived to be an example of cooperation in advancing global peace and development.

Jiang Shixue believed that China-Latin America cooperation was the embodiment of financial integration and people-to-people bonds. He suggested that the two parties further enhance the publicity of the “Belt and Road” construction by enhancing the cooperation and exchanges between the two officials, media, and scholars at first, to let Latin America come closer to China. He also proposed to translate more academic results on the “Belt and Road” Initiative to intensify the presence of China.

Li Chunguang said that China-Latin America cooperation had a profound history and a solid foundation. As the year 2018 is the fifth anniversary of China’s “Belt and Road” Initiative, by effectively driving the multi-field and multi-level cooperation between China and Latin America, the two parties should deepen their interest convergence, and the joint efforts made by China and Latin American countries to build the “Belt and Road” must usher in a better future.
