1、Introduction to Shanghai Academy

Founded on June 5, 2015, Shanghai Academy is a research institute established jointly by the Chinese Academy of Social Sciences (CASS) and Shanghai Municipal People’s Government. Based in Shanghai and serving the whole country, Shanghai Academy aims to build itself into a high-end think tank, a high-end talent cultivation base, a high-end platform for international exchanges and cooperation and a high-end national situation investigation base (“four high-end bases”) by centering on the major theories and practical issues about the socialist reform and development with Chinese characteristics, and by making use of the advantages of CASS in scientific research and policy consulting. The incumbent President is Professor Li Peilin who is the Vice President of CASS.

Shanghai Academy will set up eight research centers in the first round, including the Survey and Data Center, Free Trade Area Research Center, World Archaeological Research Center, Modern Finance Research Center, Research Center for the Coordinated Development of Urban and Rural Areas, Research Center for Social Governance in Cities, Cultural Development Research Center and Modern Charity Research Center. The core research issues will cover international finance and trade, sustainable development of cities, innovation in social governance, communication of core values and some other key fields.

Shanghai Academy will give play to its own advantages, cooperate with relevant research institutes, and carry out work centering on national strategies and the major tasks that Shanghai undertakes as a frontier in the move to deepen the reform, so as to achieve the positioning of “four high-end bases” and improve Shanghai’s research and innovation ability in strategic research, political suggestion provision, talent cultivation, public opinion guidance and public foreign affairs. It will vigorously explore institutional innovation in the construction of new-type think tanks with Chinese characteristics and further deepen cooperation with the city, with the aim to serve China’s reform and Shanghai’s innovation.

Shanghai Academy will carry out scientific research, talent cultivation and international exchanges based on the research centers. It will recruit and cultivate master and doctor degree candidates, and set up postdoctoral workstations to attract, train and make use of various kinds of young talents. Shanghai Academy adopts the "dual-tutor system", with the tutors being research fellows/associate research fellows of CASS and associate tutors being teachers of Shanghai University. Respective subordinated schools of Shanghai University take charge of student training and the students will be awarded a graduation certificate and diploma by Shanghai University after finishing their study.

2、Introduction to CASS

The Chinese Academy of Social Sciences (CASS) is the highest academic organization and a comprehensive research center of the People’s Republic of China in the field of philosophy and social sciences. Professor Wang Weiguang is the incumbent president. CASS is now made up of 39 research institutes and 45 research centers, which carry out research activities covering nearly 300 sub-disciplines, including 120 key disciplines. At present, CASS has more than 4,200 staff members in total, of which more than 3,200 are professional research fellows, 1,676 have advanced technical title and more than 1,200 have intermediate technical title. CASS has a number of well-known experts and scholars with great academic attainments at home and abroad and young and middle-aged scientific research fellows who had made a name in academic theory research.

In the course of China’s reform, opening up, and modernization, CASS has carried out creative theoretical exploration and policy studies and shoulders the mission of improving the level of Chinese humanities and social sciences holistically, by making full use of its advantages of complete disciplines, abundant talents and intelligence. CASS is an important think tank and brain trust of China, and carries out creative and groundbreaking research on major pressing issues in China’s reform and opening up. CASS has established an extensive and efficient decision-making advisory research network with world famous think tanks, has strong research capabilities and high international influence, and ranks ninth in the world’s top think tanks (except the United States).

3、Introduction of Shanghai University

Being a municipal university included in national “Project 211”, Shanghai University is jointly constructed by the Ministry of Education, Shanghai Municipal People’s Government, and the State Administration of Science, Technology and Industry for National Defense. Prof. Qian Weichang, a famous scientist and educator, an outstanding social activist and a senior academician of the Chinese Academy of Sciences, served as the first President of Shanghai University of Technology. The incumbent president is Academician Jin Donghan.

Shanghai University has a complete range of disciplines, covering Philosophy, Economics, Law, Literature, History, Engineering, Management, and Arts. Currently, Shanghai University owns 25 colleges, one academic department (preparing) and two university-administered faculties. Moreover, the university has four national key disciplines, 11 first-class disciplines in Shanghai, and eight disciplines ranked top 1% in ESI international disciplines. Shanghai University is an important talent training base in Shanghai. It has established a characteristic talent training mode, with credit system, course-selection system and short semester system at the core, and preliminarily formed a system oriented to train innovative talents with all-round development and lifelong development. Its graduates have been favored by employers for their “broad knowledge, high comprehensive quality, strong innovation capacity and high development potential”; furthermore, Shanghai University was elected as one of the first batch of 50 “typical colleges and universities with innovation and entrepreneurship experiences” by the Ministry of Education. In 2016, its graduates’ initial employment rate reached 99.15%.

Shanghai University has actively advanced opening and cooperation, and carried out extensive domestic and international exchanges and cooperation. The cooperative education with foreign schools and institutions are advancing steadily. Currently, it has signed interschool cooperation agreements with 133 universities or institutions in 37 countries and regions.

4、Introduction of cooperative colleges 

(1)The School of Economics

The School of Economics was established after the re-construction of the former International Business and Management College in July 2008. It has two departments, namely the Department of Economics and Department of Finance and several research centers, such as the Industrial Economy Research Center, China Service Trade Research Center, Contemporary Finance Research Center, International Economic Research Center and China Government Efficiency Research Center. The school now has first-class discipline master programs in Theoretical Economics (6 second-class disciplines, namely, Political Economics, History of Economic Thought, Economic History, Western Economics, World Economics and Economics of Population, Resource and Environment); and first-class discipline PhD  programs in Applied Economics (9 second-class disciplines, namely National Economics, Regional Economics, Public Finance (including Taxation), Finance (including Insurance), Industrial Economics, International Trade, Labor Economics, Quantitative Economics, National Defense Economics). The School of Economics has over 100 teaching and administrative staff, including 76 full-time teachers. Among the full-time teachers, 15 have advanced technical titles and 36 have associate advanced technical titles, 63 have obtained PhD degrees, and about 47% have experienced overseas study or visited for more than one year. 

(2)School of Sociology and Political Science

The School of Sociology and Political Science (SSPS) of Shanghai University was established in July 2011. The School contains the Department of Sociology, Department of Social Work, and the Institute of Anthropology and Folklore. The School has a complete talent training system from undergraduate to postgraduate (including specialized master), doctoral and postdoctoral research. In 2007, the second-class discipline of sociology ranked among the key disciplines of the state, and became one of the four key national disciplines in the country. It currently has 38 full-time teachers, including one Orientalist, one included in the Program for New Century Excellent Talents in the University of the Ministry of Education of China, one prize-winner of the Fok Ying Tung Education Foundation for Outstanding Young Teachers, two leading talents of Shanghai, 10 included in Pujiang Talents Program, two included in the “Dawn” Program of the Shanghai Education Commission, and one included in the “Chenguang Program”. It has 2 specially-appointed professors. Of the full-time teaches, teachers over the age of 50 account for 17% , teachers aged between 40 and 49 account for 40%, teachers aged between 30 and 39 account for 30%, and teachers over 29 years of age 13%. Of the faculty, 50% are professors, 16% associate professors, and 34% lecturers; teachers with a doctorate or above account for 93%; and 40% of teachers graduated from famous universities of the United States, France, Germany, Japan, Korea, Hong Kong and other countries and regions.

(3)Law School

The Law School of Shanghai University has 45 full-time teachers, including 14 professors, 22 associate professors and six doctorial tutors, 34 of whom have doctorates. Currently, it has one “Outstanding Young/Mid-aged Jurist of Shanghai”, three included in the Pujiang Talents Program, two included in the “Double Thousand Talents Plan”, one member of the National Intellectual Property Advisory Committee, one expert of the National Intellectual Property Expert Library, two leading personnel of intellectual property, and has formed a team with reasonable title structure, educational background structure, learning-origin structure and age structure. The school now has one undergraduate program in law; master degree programs in first-class discipline science of law, master degree programs (law and non-law) in law; second-class discipline doctoral degree programs for Intellectual Property Management and Legal Finance. The school now has an Intellectual Property Academy and 6 teaching and research offices.

(4)SHU-UTS SILC Business School (SILC) 

Co-founded by Shanghai University (SHU) and University of Technology Sydney (UTS) in 1994, SHU-UTS SILC Business School (SILC) was one of the earliest Sino-foreign joint business schools in China. The School has formed the school-running pattern taking undergraduate education as the main body and postgraduate education and international student education as two wings. The school has 165 Chinese and foreign teachers. In addition, there are 17 Australian teachers and 20 domestic and foreign specially-appointed professors. Chinese teachers have doctor’s degree or overseas study experience. All English teachers of the China party have strong English teaching and international communication ability and they have all obtained master degrees from famous universities. Full-English teaching has become a highlight and unique feature of our teaching activities. The scientific research has also made remarkable achievements, obtained a number of national, provincial, and municipal scientific research projects and research results, standing out from Sino-foreign cooperative schools.

7、Manner of cultivation

According to urgent need of the State and Shanghai on high-end talents, Shanghai Academy has designed a talents cultivation plan to give full play to advantages of CASS in numerous talents in humanities and social sciences, complete disciplines and strong comprehensive research ability. It has established a high-quality faculty by mobilizing the potential of key higher learning institutions and research institute in Shanghai. Oriented by the construction of “four centers” and the strategic need of constructing a scientific and technological innovation center with global influence, Shanghai Academy will exert efforts in talent training.

Shanghai Academy will train postgraduates by relying on related institutes of CASS. All its postgraduate tutors are research fellows in related institutes of CASS, and each qualified postgraduate will be awarded a master’s degree or doctorate of related discipline of Shanghai University. By integrating scientific research forces and other high-quality academic resources of CASS and Shanghai, Shanghai Academy will be established as a high-end talent training base to supply young and middle-aged scientific research talents in social sciences research for government departments, enterprises, Shanghai University, other universities and other scientific research institutes.

9、Recommended for admission without entrance exams

According to relevant regulations of the Ministry of Education on postgraduate admission, Shanghai Academy accepts excellent college graduates to study for a master's degree through recommendation without entrance exams.

I. 1. An applicant must support the leadership of the CPC, support the socialist system, be willing to serve the socialist modernization drive, enjoy huge potential in scientific research, have good moral character, observe disciplines and laws, and be ambitious, hardworking, diligent in thinking, and innovative.

2. An applicant must be an excellent student graduating in 2018 from any college or university with the right of recommendation for admission without entrance exams, be qualified in the recommendation for admission without entrance exams and occupy the quota of graduates recommended for admission without entrance exams at the school where he or she graduates. All the recommendation procedures must be gone through and the recommendation documents must be complete.

3. The applicants with both discipline performance and comprehensive quality ranking among the best in corresponding disciplines will be prioritized.

4. An applicant must have good performance in all the practical teaching processes, have good health that satisfies specified physical examination standards, and meet the national physical training requirements.

II. An applicant shall select his/her preferred major from options offered by Shanghai Academy in the Postgraduate Admission Brochure of Shanghai University. An applicant must provide the following materials during registration: (1) The original and copy of his or her ID card within the period of validity, the original and copy of his or her student ID card registered in each semester; (2) The original of the academic records, sealed with the official stamp of the office of academic affairs of the school and covering all previous years of learning; (3) Other materials that are valuable to application, such as the personal resume, academic papers published as a bachelor degree candidate and certificates of awards. All materials submitted must be authentic. Any applicant found to have submitted false materials will be disqualified from recommendation.

III. Shanghai Academy conducts initial examination on materials submitted by the applicant and will inform the applicants who have passed the initial examination to take the reexamination in Shanghai Academy. The reexamination includes English and comprehensive discipline test, out of a total possible 100 points (30 points for English and 70 points for comprehensive discipline test). Since the students applying for recommendation come from different faculties of different schools and have different discipline backgrounds, no written tests will be arranged in the reexamination, and the final ranking and admission will be based on reexamination results.

IV. Selective reexamination will be adopted to select the students according to the marks they get in the reexamination.

V. Applicants obtaining admission qualification will be provided with an Admission Letter.

VI. Students with an Admission Letter must complete formal registration formalities within the registration time for national unified examination as stipulated by the state.

In addition to related awarding and subsidy policies of the school, any recommended student formally admitted to Shanghai Academy may also enjoy the following preferential policies: (1) Choosing dual tutors (one tutor at CASS and one assistant tutor at Shanghai University) and enjoying the academic resources in both Beijing and Shanghai; (2) Priority in participating in the research projects of Shanghai Academy; (3) Priority in taking part in the social practice and investigation activities in Karamay and other bases; (4) Scholarship awarded by both Shanghai University and Shanghai Academy; (5) Priority in enjoying the subsidies for academic activities; (6) Priority in participating in the master-doctor continuous study program; (7) The academy purchases Grade 2 seats in high-speed trains and arranges two-night accommodation for the students taking part in the reexamination.
